What’s changed
eBay will require all sellers to register for eBay to manage their payments in 2021. Now, when it comes to payments, fees are more transparent, and reconciliation is easier. The main thing to think about is your final value fee, international fee, and seller currency conversion charge. For sellers in good standing, the final value fee consists of a percentage of the total sales amount that varies by listing site and category, and a fixed component per order. The international fee is a percentage of the total sales amount that varies by shipping or buyer country and the volume of your sales. The seller currency conversion charge applies when eBay converts currency for amounts owed by you to eBay, or to payout funds due to you. See full fee details here
Fees are more transparent, and reconciliation is easier
-
eBay will collect your eBay selling fees and expenses from your earnings. We’ll send the rest of your earnings to your Payoneer account* within 2 business days after confirming the buyer’s payment. In the event of a full refund or cancellation, the variable portion of the final value fee and international fee will generally be returned to the seller, while eBay will retain only the fixed per order component of the final value fee, depending on the eBay site where your item is sold.
-
If your earnings are not sufficient to cover these amounts, we will charge your payment method on file (debit or credit card).
-
Examples of eBay selling fees include but are not limited to: final value fee, international fee, currency conversion charges on non-US dollar transactions, insertion fees, Promoted Listings, listing upgrades, and Store/Shop subscription fees.
-
The updated final value fee is calculated on the total amount of the sale, inclusive of sales tax and VAT, where collected.
-
For full fees information, including specific category rates and details on how the final value fee applies to shipping, see links to all listing site fee pages here. Note that fees will vary based on the site you list your item on.

Why has eBay removed final value fee caps for sellers whose payments are managed by eBay?
We replaced our final value fee caps with an updated final value fee structure. The change features a two-tier final value fee structure with specified category thresholds (e.g., $7,500). This new structure provides a similar economic outcome as before.
Example—current fee structure for a $10,000 total amount of the sale to a US buyer.
Fees used to be 10% final value fee applies to item and shipping, capped at $750 $750.00 2.9% payments processing fee applies to the total amount of the sale, inclusive of shipping and sales tax $290.00 Per transaction fee $0.30 Total final value fee for $10,000 item $1,040.30
Fees are now Portion of the total amount of the sale up to $7,500 (12.35%) $926.25 Portion of the sale above $7,500 (2.35%) $58.75 Per order fee $0.30 Total final value fee for $10,000 item $985.30

Will I still get a 10% discount on item final value fees for my Top Rated Plus items?
Yes. If your item qualifies for the Top Rated Plus discount, you will continue to receive your 10% discount. Moving forward, we’ll apply your 10% discount to the item price as it is today and the total amount of the sale including shipping and tax. This will result in additional savings on most Top Rated Plus items.
We will continue to exclude items in categories where your service metrics have “Very High ratings from receiving Top Rated Plus discounts. The $0.30 fixed fee per order will not be subject to the 10% discount.
Below is an example of how the new final value fee structure works with the Top Rated Plus discount compared to the current final value fee structure with the Top Rated Plus discount.
Example transaction Item price $50.00 Shipping $5.00 Tax @ 6% $3.30 Current final value fee 7.15% Current payments processing fee 2.9%+$0.30 New final value fee(no payments processing fee) 9.5%+$0.30
Current final value fee calculation including payments processing Final value fee $3.93 Payments processing fee $1.99 Total fees before Top Rated Plus discount $5.92 10% Top Rated Plus discount - $0.36 Total fees including Top Rated Plus discount $5.57
New final value fee calculation Final value fee $5.84 10% Top Rated Plus discount -$0.55 Total final value fees including Top Rated Plus discount $5.28

What is the per order fee?
There is a minimum cost to service each order. With each sale, you’ll pay a fixed per order fee, which will vary depending on the listing site. An order is defined as any number of items purchased by the same buyer at checkout with the same shipping method.
-
Why is the final value fee now calculated on the total amount of the sale, including tax, where taxes are collected?
Our goal is to create a simpler, more streamlined fee structure. Calculating the final value fee on the total amount of the sale (inclusive of tax) helps us do that - and helps you reconcile your accounting with that in mind. Certain locales collect tax on eBay sales, and eBay handles this on behalf of sellers.
